Timer fd class -- can be used in an allocation-free context if instantiated with the ctor which accepts an exception instance.

this this(TimerException e, bool realtime): Constructor. Creates a timer event file descriptor.

~this ~this(): Destructor. Destroys the timer event file descriptor.
